I heard about the calamity that happened in Arequipa, Puno, Cuzco areas. Cold wave attacked those areas and it snowed and hampered their way to go to ask for help. Many people died because of the pulmonary diseases and no food, and many, many alpacas and llamas who live in those areas died without food. I heard that this happens every year, but the support of local governments doesn’t reach the people who live there enough to rescue them. In some places on the mountains, there is no electricity nor radio. There is no way to communicate with the local government to ask for help.

アレキパ、プーノ、クスコで起きている大惨事について聞きました。寒波で大雪に見舞われ、助けを求めに行く道が塞がれてしまっています。肺が冒される病や食料不足によって多くの人が亡くなり、アルパカやリャマなどの動物も食料が無く(草が食べれず)死んでしまっているそうです。

毎年のようにこうした被害を聞きますが、地方自治体の救助が十分に届いていないようです。山の上では、電気もラジオもない地域があります。そうした所では地方自治体と連絡をとる手段がないのです。

In Europe and in Hokkaido in Japan, after the harvest of wheat or other things, they used to put dry grasses in silos and now make bundles of grasses to feed their animals during winter. I don’t think it is easy for those who live high on the mountains to do the same as in Europe, but isn’t it possible for the local government to lend a machine or tractor? I heard that they share a machine in a community in Europe. I thought of many stories about the rescues given after the earthquake and tsunami in Japan. Very often the activities of one country are not enough, but first, the areas’ governments have to take actions including asking for the international support. I remember that I saw news and documentary on TV that food and other necessary things are delivered in a plane in the parts where many people are suffering from drought or wars. The number of people and animals are smaller than in Africa, but it is the same that people are dying in Peru. I wonder whether food can be dropped from helicopters to the suffering people and animals.

ヨーロッパや北海道では、麦など農作物の収穫後、かつては乾いた草を倉庫に準備し、今では乾いた草をロール状の束にして、冬の間動物の餌にするために確保しています。ヨーロッパと同じ方法を、ペルーの高山の上で行うことは難しいかもしれませんが、地方自治体が機械やトラクターを貸すことはできないものなのでしょうか。
ヨーロッパでは重機はコミュニティで共有していると聞いたことがあります。
日本で地震や津波の際に行われた救出作業のことも考えます。
国の力だけでは十分でないことが多々ありますが、まず初めにその地域の行政が動き、国際的な支援も求めるアクションを起こさなければなりません。

干ばつや紛争で多くの人が助けを求めている地域に、飛行機で食料や必要な物資を届けるシーンをテレビで見たことがあります。
アフリカに比べれば、ペルーは人も動物も数では少ないですが、人が亡くなっているのは同じです。今山の上で被害を受けている人たちや動物のために、ヘリコプターで食料を届けることはできないのでしょうか。

I don’t know what WHO could do for this kind of calamities. Of course other UN agencies must be doing something for Peru also. I don’t have anyone to talk to in the Peruvian office of WHO/OPS, but even if I could talk with someone there, I may be told that TB or HIV problems are more important. Or I may be wrong.

Fortunately no one of our group has families in those areas which were severely hit by the cold wave. What would I have done if there were any? This is a difficult question. This is not a problem that a person who only sympathizes with those victims could solve.

こうした大惨事に対してWHOが何ができるのかわかりません。もちろん国連の傘下でペルーに対して何か対策は取られているにちがいないでしょう。今WHOのペルー事務所には私が連絡を取れる人は誰もいません。でもできたところで、結核やHIV対策の方が大事だと言われるのかもしれません。それは私の思い違いかもしれませんが。

幸いにも、ムへレスウニダスの女性の中には、今回被害の大きいエリアに家族がいる人はいませんでした。

もし仮にいたとしたら、私はどうしたでしょうか。難しい質問です。
何かできないかと思ったたった一人の人間が、
解決できるような問題ではないのですから。
